County Executive Selects Chief Charles Tubbs as New Director of Dane County Emergency Management

Current Capitol Police Chief, U.S. Homeland Security Instructor has Nearly Four Decades in Emergency Preparedness & Response Experience
Dane County Executive Joe Parisi announced today that he has selected current Chief of Capitol Police, Charles Tubbs, to serve as the new Director of Dane County Emergency Management.
Chief Tubbs brings considerable experience to the job – a career that spans nearly 40 years in emergency preparedness and law enforcement. He is a national instructor for the United States Department of Homeland Security and also instructs courses for the National Emergency Response and Rescue Training Center for Weapons of Mass Destruction. His areas of focus include emergency preparedness, crisis management, law enforcement orientation and incident command.
Parisi worked with Chief Tubbs as a member of the Wisconsin State Legislature, most notably during the early days of last year’s historic capitol protests.
“I witnessed Chief Tubbs’ expertise first hand as he worked with hundreds law enforcement officers, the public, and elected officials, to successfully manage a potentially volatile situation,” said Parisi. “If the unthinkable happens, there is no one better to coordinate the effort that will keep the citizens of Dane County safe.”
Tubbs was in the Washington D.C. area on September 11th, 2001 to teach a national emergency response course, ‘The Consequences of Terrorism,’ when the terrorist attacks occurred. As the tragic events of that day unfolded, Tubbs continued his services for homeland security at a secure location.
Tubbs’ expertise led to the adoption of important emergency safety protocols following the attacks. Working with Senator Russ Feingold, Tubbs and retired Beloit Fire Chief James Reseburg informed legislation helping law enforcement officers, firefighters and emergency medical technicians, better provide services in the event of emergencies during commercial airline flights.
“I’m honored to be selected by County Executive Joe Parisi to serve the great citizens of Dane County as the Emergency Management Director,” said Tubbs. “I pledge to the citizens that life safety and the protection of property will always be the number one priority of my staff and me. I look forward to working with the DaneCounty Emergency Management Staff, County Executive Parisi, the Dane County Board and our citizens.”
Prior to becoming Chief of Capitol Police, Tubbs served as Administrator for the Division of Juvenile Corrections under former Governor Jim Doyle. Tubbs also served as the Deputy Chief of Police in Beloit, Wisconsin.
The Dane County Director of Emergency Management is responsible for working with local law enforcement, multiple county and state departments, and numerous private entities to prepare and execute the county’s response and keep citizens informed and safe in the event of an emergency.
Chief Tubbs will begin his tenure as Director of Emergency Management on June 4th with an annual salary of $95,000, pending final contract approval by the Dane County Board.
The County Executive thanked Interim Director of Emergency Management Dave Janda for his service to the county and its residents.
